The Connecticut Welcome Fund @ 4-CT

The Connecticut Welcome Fund @ 4-CT was created in response to recent federal funding cuts exceeding $4 million to three of Connecticut’s largest refugee resettlement and service agencies - Connecticut Institute for Refugees and Immigrants (CIRI), Integrated Refugee & Immigrant Services (IRIS) and Jewish Family Services of Greenwich (JFS Greenwich).

Together, these organizations play a crucial role in helping thousands of immigrant and refugee children, adults, and families build new lives in our state by providing access to: 

  • Legal services

  • Employment services

  • Behavioral health supports

  • Housing and food assistance

Donations to The Connecticut Welcome Fund @ 4-CT will help to ensure families in need across Connecticut continue receiving essential services and support.

The NYU LAW Basic Income Lab

NYC, 2025-present

The NYU Law Basic Income Lab, introduced in Spring 2025, is a seminar in which students design and implement cash transfer programs while studying the relationship between basic income and economic mobility. The seminar holds a dedicated fund at 4-CT from which funds are distributed to recipients. Each semester, the students craft their own basic income program, identify a nonprofit partner that provides services to populations that meet program criteria, and work through the legal and practical challenges of program implementation. The seminar is co-taught by Daniel Hemel, the John S. R. Shad Professor of Law at NYU Law, and Sarah Blanton, Chief Executive Officer of 4-CT and Adjunct Professor of Law at NYU Law. 

The NYU Law Basic Income Lab builds upon 4-CT’s partnership with Yale Law School and Prof. Hemel, when he served as a Visiting Professor of Law at Yale Law School during the spring 2024 semester.
